Abstract: The paper aims at defining the role of the National Fund for Environmental Protection and Water Management in supporting activities of the State Forests National Forest Holding in Poland. The study concerns a scope and value of financial agreements between the National Fund and organizational units of the State Forests in the period of 2000-2005. The results are also discussed in comparison to the support received by the State Forests from the state budget.
Within the analyzed period, the National Fund for Environmental Protection and Water Management made 163 financial agreements with organizational units of the State Forests totalled around 150.9 million PLN (Polish zloty). The largest support was granted for activities concerning extension of forest cover and protection of forests, as well as nature and landscape conservation. The total value of support from the National Fund accounted for as much as 2/3 of the total subsidies received by the State Forests from the state budget. However, in the following years the share of allocations from the National Fund in the total income of the State Forests was gradually increasing, unlike the share of financial support from the state budget. The results of the study show that the National Fund for Environmental Protection and Water Management plays an important role in supporting activities of the State Forests concerning management and protection of forests and forest education of the society.
Key words: forestry financing, ecological fund, earmarked fund, National Fund for Environmental Protection and Water Management, the State Forests.
